His point was well taken that the Army needs to be better stewards of the land if they intend to be good neighbors. There really are very few excuses for not noticing or attending to a grassland fire for several days when you are responsible for the area. He is just using this fire as another excuse to slam the Army and Fort Carson. Who would have 'responded' to the fire if there was NO Army presence there on that unoccupied desert and the same lightning has started a fire?
